An independent Cape Town practice focused on the point where operating licence applications, receipts and accountable registers should agree.
Why the practice exists
Operating licence records often pass through several hands: the applicant, intake clerk, cashier, register custodian, decision-maker and finance team. A small break in that chain can make an otherwise legitimate application difficult to account for. Bundlepathgrid was formed to examine that narrow but important trail with patience and independence.
The practice is based in Green Point and works with public-facing licensing environments, transport-sector bodies, advisers and accountable managers across South Africa. Our work concentrates on documentary evidence: receipt series, application indexes, custody records, deposit batches, journals and general-ledger extracts.
Who leads the work
Engagements are led by Naledi Jacobs, an assurance practitioner with experience in public administration records, revenue-cycle controls and agreed-upon procedures. Specialist legal or forensic questions are referred rather than presented as part of a routine records audit.
Our working principles
Preserve the source. Original chronology, annotations and gaps matter. We never ask a custodian to “clean up” a register before review.
State the boundary. A report identifies the population, period, evidence and limitations so readers know exactly what the conclusion covers.
Clear facts fairly. Record owners see proposed exceptions and may provide overlooked evidence before reporting. A late document is labelled as such; it is not ignored or backdated.
Keep recommendations usable. A control should have an owner, frequency and visible proof. Advice is written for the people who will perform the check, not only those who receive the report.
Independence and confidentiality
Potential conflicts are considered before accepting work. Engagement documents set out access, confidentiality, retention and reliance. Client files are exchanged through arrangements agreed during scoping, never uploaded through the public contact form.
