Preparing a licence application register for independent review
What to preserve, identify and explain before fieldwork—without tidying away the evidence an auditor needs.
Good preparation shortens retrieval time. It should not alter the historical record.
Identify the population
Write down the opening and closing dates, register names, office locations and known receipt series. If the period crosses a system or form change, identify both formats and the date of transition. Keep superseded instructions because they show what custodians were expected to do at the time.
Keep originals in order
Do not fill blank fields, erase pencil notes, rewrite faint amounts or remove cancelled pages. Place loose supporting evidence in labelled sleeves rather than attaching it over an entry. The auditor can then distinguish an original mark from a later explanation.
Nominate a custodian
One coordinator should know where volumes, receipt copies, application indexes, deposit records and ledger extracts are held. That person does not need to answer every query, but should route questions and track files temporarily released for review.
Prepare a list of known limitations—water damage, missing volumes, staff changes or inaccessible archives. Early disclosure allows the scope and report wording to reflect reality instead of discovering a constraint after testing has started.
